What is the reasoning behind removing water from core fragments processing output?

I see that natural gas is added, but it looks like pulverizer still has fluid output slots that can be used - or am I wrong there?

I believe Space Exploration tries to limit the fluids to 4 for core fragment processing. Not sure of the full reasoning.
