Even when they show up on the listed resources I can't seem to get lead to spawn on SE planets during testing. This also includes the natural gas one that I have as well.
That's a bug in SE that was introduced in 0.7 (the 2.0 update). Report it there. It has already been reported before but somehow it doesn't get the necessary attention.
