g add raise_built argument to the creation of starting buildings

Could you add the raise_built = true argument to the creation of the starting buildings so that other mods can react to these starting buildings being created in the standard fashion, please?

I have a mod that adds lighting to buildings and this reacts to the various on built/removed events. One of your users raised that your mods starting buildings aren't being affected by my mod. https://mods.factorio.com/mod/inbuilt_lighting/discussion/5c80db701ca9ff000b16ed0c
