No. The vanilla technology unlock stays the same.

Does it change the crafting time?

No. Only ingredient amounts are reduced.

Why does 5 jellynut seed become 3 instead of 2.5?

Item ingredients must be whole numbers, so the mod rounds up when halving item amounts.

Is it safe for existing saves?

Yes. This is a data-stage recipe tweak with no runtime state.
