There was a previous mod to kapaer's original "Beautiful Bridge Railway" called "Beautiful Bridge Railway Bob Fix" (by DarkNova) that updated the original mod for Bob's Mods. From your description, I'm to understand that your mod does the same thing as DarkNova's, but dynamically and thus will work with any mod that changes the base rail ingredients or cost?

Yes, that is precisely what it does. Although there is a small chance that it won't work with every mod, because of the Factorio mod load order. If you find one of those rare cases, please tell me, there's an easy fix for that.
