Add machines that use craftable and refurbishable filters (and electricity) to clear pollution

Oh and, no I don't use bobmods and the everything is set to off in settings.lua
Removing mod-settings.dat in AppData\Roaming\Factorio\mods Fixed it.
yes they changed how mod settings are stored in 0.17 and it can cause this issue unfortunately the only solution is to delete mod settings for all mods
