Add machines that use craftable and refurbishable filters (and electricity) to clear pollution

Why? I see the notes but it makes no sense...
It only accepts mods that alter ONLY pollution. so far the only one i know of is in bob's mods. i will check if 0.16.30 has changed anything just in case but im pretty sure its fine.
Just checked everything is fine in 3 of my saves. Did you try to put pollution generating mods in it? (Bob's mod the brown one)
