Adds mod settings to adjust the various values for train pathfinding penalties. Can allow for increasing or decreasing the likelihood of trains picking certain paths based on stations, red signals, circuit integration, etc.
Providing the player with new tools or adjusting the game interface, without fundamentally changing gameplay.
