Adds a large landfill that disposes of trash at the cost of creating pollution

I built the big building. And then I put some iron plates into it. But nothing happened. no iron plate disappeared.
Items need some time to deteriorate. Basically: Just wait until they're gone - it's not an instant "delete item" thing.
You can change the time til the items delete in controls.lua
