Adds winter theme to the game and makes a few (optional) balance changes
First off, It looks great! I could not get the offshore pump to work. I could place it anywhere on the map, but no location could actually produce any water. Did I miss something?
The offshore pump needs to be placed on the water or deepwater tile( frozen lake ) in order for it to produce water.
