Is this mod better than P.U.M.P? https://mods.factorio.com/mod/pump

That's up to you to decide - I found that, unlike P.U.M.P. it can also do electric poles, which is great. On the negative side, it uses old-style planners so will take up inventory space and doesn't intergrate in like other updated mods. It also doesn't seem to be very actively maintained, unlike PUMP. Otherwise I haven't seen much difference.

So, at this state, it's clearly better than P.U.M.P - it's doing the same, but can do more, and some of it better.
