I have made it to Fulgora, and when I dismantle the Fulgoran Lightning Attractor, I get 8 Scrap, but it does not unlock the recycling technology. I'm not seeing any other way of crafting Scrap. Is there one?

I should also say that I still have this problem with all other mods disabled.

Yes! You can voidcraft scrap. Before you have electricity you'll have to use voidforges again, and either send down fuel from space or make it in a voidshed.

Ah, I found it the tech that enables that! It's gated behind the Fulgora voidcraft technology.
