Since we now have another belt in vanilla that is faster than express belts, ultimate belts research and recipe should depend on these new rails instead express belts. Also it would be nice to increase the belt speeds, since the green express belt is no longer twice as fast as fastest belt in vanilla

I don't think the belt speeds need to be increased, they're fast enough as-is, imo. Definitely though should be an upgrade from turbo belts if Space Age is present, not from express belts.

As will want to add the heating_energy property to all the belt types if playing with space age, so that the entities will freeze.
