Steps to reproduce:
1. Start a vanilla game with nothing else but Transport Drones enabled
2. Acquire some landfill
3. Try placing it on some unsuspecting fish
4. Note that it doesn't work, you can place landfill anywhere but the tiles that fish occupy
To be honest I don't have a clue about the root cause for this bug, but I'd guess it's somehow caused by the mod containing a terrain, and that terrain being illegal to be placed on fish-occupied tiles.... maybe?
