g No Road recipe with Seablock in 1.1

Hi,

I recently started a new 1.1 seablock save. I cannot seem to find the recipe for road, though.

I've checked a new game with just transport drones and the road recipe is present there, so I'm wondering if there's a conflict with Seablock, somehow?

Could it be possible there's a lack of coal in Seablock, so the recipe is not valid?
