I noticed that since fluid depots only hold 10K. It seems that incoming drones want to reserve X amount, so once they see there is X amount, they start coming to the depot. The issue is there is only10K, but fluid refills almost instantly. What this means is I have more demand than what one depot can tell that network it can supply, so drones don't get sent because they thing the 10K is already spoken for. Is the best solution to line up a bunch of fluid depots next to each other 5-10+ to tell the network its available?
