For version 0.59 (2020/04/24): Tooltips displaying info for modded objects are displaying in German in an installation of Factorio running in English. (i.e. Anfoderungsdepot instead of Request Depot.)
The rest of the game is still in English, though - it's strictly mod items being identified with German labels. Sadly, I cannot read German for the most part.
