If I remove the mod after toggling peaceful mode (or vice versa) does it keep the last activated state and apply to newly generated chunks/mobs?

Yes, if I recall correctly, peacefulness is a setting on your savefile, that (also) gets stored on new biters as they spawn. That's also why existing biters are cleared when using this toggle, as I can't update the peacefulness of existing biters.
