I've tried to install this mod via the in-game mods menu, in the "Explore" tag if you search for "Tiny Equipment" only the original mod appears, not this one.
Check your filtering, the only tag this mod has is "Armor." Also make sure you're on version 2.1, as it might not show up on older versions. (I say this because for me it does appear as the first option in the mod portal)
