UI shows dependency to OpteraLib, install UI has an Optera's Library (Factory mod UI is still shitty as if it was 1996)… guess that's the one?
Problem here is that while 0.17.12 got auto-install of dependencies when installing a mod, upgrading a mod does not auto-install dependencies (apparently).
