unfortunately this bug is caused by earendel doing some weird shenaningans in tech tree within his spaceX mod.
this only happens in combination sct + spacex + bobs, it also happens in combination spacex + bobs only (without sct).
adding some checks and compatibility fixes for spaceX is on my todo list, but with low priority.
mind space exploration is rather new mod, and it changes everyday. when it enters stable phase, then i will start looking at compatiblity issues.
