If I were to adjust any settings will that affect cost requirement in-game? For example the normal cost for space pipes underground is 10 (since the max length is 10). If I mark it as 11 instead of 10, will it cost 11 pipes? If it still costs 10, it means I am getting a free pipe out of nothing.
