This is a custom re-balance and tweak of briel1235's update to fit my personal standard of balance. You now have to import carbon for tier 2 chargers and superconductors for tier 3 chargers.
I'm only uploading this to the mod portal so people on my server can actually play without having to manually install it from a file.
