The mod seems to add a new assembly machine equivalent to mk 2 called the researcher. Pump liquids into this to craft science packs. For example, 100 water makes a red pack, crude oil is used for blue and such. According to the description, this presumably costs a large amount of electricity and time. I didn't test it out apart from looking at it, so I can't say how much electricity, how long or if it even works though.

I have tested it with red and green packs now. Both take 100 water, the red takes 10 seconds and the green takes 20 seconds. The researcher has a constant drain of 333kW and uses 10MW when running (so it's not exactly cheap, needing 11 and a bit engines at max power to run).
