Adds an rail tanker (rail tank car) for transporting liquids

Trains are great, but what if they could do even more?
So I know vanilla has the fluid carts, but you could make it to where this cart store a lot more (like 2 - 3 x more fluid than a regular fluid cart) but can only hold 1 kind of fluid (Whereas the vanilla tank can hold 3 kinds)
