Adds an rail tanker (rail tank car) for transporting liquids

Trains are great, but what if they could do even more?
I regularly use Foreman and this mod seems to made it crash on load with an issue loading images. I have reported it to their issue tracker: https://bitbucket.org/Nicksaurus/foreman/issues/75/crash-on-load
It's most likely related to the changed icons (which are now an overlay of 2 seperate icons). The "offending" change: https://github.com/Choumiko/RailTanker/commit/be8941d773f09adfde68fdd80f6d5fc099150d28 in case you want to add it to the issue.
