Mod add "steel-plate-scrap" to empty barrel recepies.
In prototypes/recipes.lua, lines 61..69.
If I understood correctly, this allows you to generate an unlimited amount of steel.

Also, maybe this mod needs recipes to destroy garbage without any products? In the recipe, you can configure the pollution modifier (by "emissions_multiplier"), for example, so that such recipes generate x10 pollution.
