When I click and drag to place belts in an area that is not powered yet, some of the belts become underground. The only work arounds are either 1) power the area first, 2) don't have any underground belts in inventory 3) bulldoze and then rebuilt the affected tiles or 4) place belts 1 by 1 instead of dragging.
