Can this low-res textures be used in client side without forcing server to install mod? I tried to replace textures in Factorio/data/base/graphics/ but it does not work

With this mod (especially terrain and water textures) game can run at 60 FPS with 256MB VRAM

No, all graphics must be defined in data.lua stage, it cannot be done as "soft mod".

But you can pixelate all pictures in game folder but need to keep the sizes of them, it's important. Image Magick can do so batch processing.
