Maybe it's just me but i had to rename the file, cause it downloaded as "Orbital%20Ion%20Cannon_1.6.0.zip" and i got error at launch. I just renamed to "Orbital Ion Cannon_1.6.0.zip" and it will work.
Hmm, seems to be a problem with the mod portal itself improperly renaming the file, nothing I can do to fix it.

In any event, using the in-game mod portal interface does not have this problem.
Try to remove the spaces from the file name. It will prevent browsers to replace them with %20
