The Ion cannon tech is researched, but there's no recipe for the targeting device. I've launched one into orbit and it's completed its setup, there's no other tech to research (except the automatic one)... For now, I've just given myself one of them via console, but you might want to look into this. I can't see anywhere in the mod scripts where that recipe is being unlocked.
