Go to your mod folder, and extract the .zip file then delete the .zip once the folders have been extracted. Then, open the Orbital Ion Cannon folder and edit Config.lua with your favorite text editor (e.g. Notepad++). In that file you will find all the easy-configuration options for the mod, including blast radius.
