Make water slowing effect configurable via Startup configuration tab,
I want it separate of shallow water types (maybe 10-25%). So, now shallow water has 75%, but I want swim through water (not deep water) with slowest effect.
Also, if you can, could you do same separate configurable option for bitters on the water tiles.
