The heavy oil is only somewhat common, and appears as a dark purple on the map. Make sure that you checked the oil sand button when creating the world. They are similar in size to the ammonia and lava lakes. For the lightning, as far as I know, it is not possible to have on Nauvis. I'm still trying to figure it out.
