Title says it all. You can mine uranium as long as you provide them with sulfuric acid, regardless of whether or not you have the technology unlocked. It doesn't really break progression since you can't do anything with it until you unlock Uranium Processing (which entails unlocking Uranium Mining first), but you can stockpile a bunch of the stuff while you're researching it.
