drones can prefer to walk on paved areas and we can make proper streets

What could really fill the gap is having a separate type that delivers. So you can have mining outposts that fill up - then the specific delivery drones (or cargo vessels e.g.) that take it from the mining outposts to your other places.

Maybe somehow this mod can be adapted to make any vehicle a "delivery drone" https://mods.factorio.com/mod/Total_Automization

the mod has a provider and a requester station which are connected by paved roads, and drones (some kind of small tanks) transport single stacks of items between them.
