Since these are smaller, maybe they could have a slightly larger stack size, as a small benefit? Maybe 13 for locomotives, and 7 for wagons? Calculated from the different length + one tile between each loco or wagon. This would make it easier to build out small-size rail before you start using modular or power armor, since those make your inventory bigger. :)
