It certainly is in combination, at least I tried it with your update and alone, the mod works. However, other people reported it too so it's not only me but probably some error with a very popular mod. I haven't found out which one. This is the only mod that disables a lot of other mods.
Skissor, test and disable research queue.
Me and a friend had that issue and removing that mod fixed it. It seems to cause false-positives on a lot of different mods.
