Undo the changes in barrel and fluid tanker changes in v0.16.8.
Fluid tankers can hold 75k fluid but weigh 3000 again.
Barrels hold 250 fluid but barrelling speed is 1 again.
Fluid wagon recipe is unchanged to prevent needing a new entity.
