Renames "Empty cargo"/"Full cargo" to "Cargo empty"/"Cargo full" so that they appeared at the very top of the conditions list
Small changes concerning balance, gameplay, or graphics.
Trains are great, but what if they could do even more?
These are the only two wait conditions I ever use so it will be nice to have them right at the top!
