You can type /permissions in the console, then a new window should open. After that add a new group by pressing the + button on top left, select it and press edit group. Now search for "Mod settings changed" and untick it. Go back to the main permissions panel and select "Show all players in other groups" on the top right and move all the players that you don't want to change the mod settings to the new group (you can also change the default group if you want to and make a new one with all permissions enabled for yourself).
