Adds a range of different power producing options

Changes to power production and distribution.
Tested in both 0.16.31 and 0.16.32 all diesel generators emit numbers that are only handleable via exponents worth of pollution, creating a cloud out classing even the largest mega mines.
I have the same issue and posted it also in the forum thread.
Should be fixed now
