K2SE Fusion Balancing deprecated

Basically redundant, I find the way that https://mods.factorio.com/mod/K2SE-fusion-rebalance handles things far better than how my mod does it. That one arguably makes fusion quite powerful... but also, its fusion, so yes it should be quite powerful. This is especially important when considering that K2 now makes most K2 machines far more power hungry, so I think its pretty fair.

A tweak to SEK2 fusion for my personal playthrough, so that it syncs between my computer. This mod is entirely built on code from Sheebalyx (tweaked to make fusion reactors net 3.5GW in SEK2 instead of 4.1GW ish), and I can remove it from the workshop if requested.
The big changes:
- Fuel value of DT cells is now equalivent to the amount of steam it produces
- Fusion is more uranium efficent than nuclear power until T6 prod modules (past that point other power sources are superior)
- Water is conserved, so that fusion doesn't net water (since lack of water is a big challange in SEK2)
