If Krastorio 2, Aluminum and this mod are enabled, the aluminum scrap recycling recipe is attached to the aluminum matter conversion technology. This seems wildly incorrect; I'd end up with warehouses full of the stuff before getting the ability to recycle it.
Filtering out the technology in patch.technology seems to fix it and make the recipe available from the start of the game.
