The technology for the infinite fuel requires automation and logistic science packs, while the ingredients for the fuel (nuclear fuel) requires also the chemical and production science packs. Also the technology doesn't require you to have the nuclear fuel recipe unlocked. I suggest changing the prerequisite from -oil processing- to -kovarex enrichment process- and adding the missing chemical and production science packs.
