Just tested on 1.1.70, modify the file [info.json], ",
change the line to
"factorio_version": "1.1"
then save the file back to zip package,
then copy the modified zip file to the mod folder,
restart Factorio,
the mod will work with the command
/c game.player.insert{name="indestructible-wall", count=600}
