Adds late game recipe to synthesize chromium from refined iron, refined gold, platinum, and sulfuric acid.

I love Industrial Revolution, fantastic as hell mod. In late game I found myself needing more and more chromium and not able to consume the iron fast enough, so I came up with this recipe which requires space science to unlock so it is late game.

I am open to balance discussion, I tried to make it costly but not insanely so. Also to balance it I had the synthesis only be an 90% chance. And as with the other platinum processes it has a 1% chance not to return the catalyst.
