Did some more testing on this.
It specifically fails when all four of the following are enabled. I have no idea what could cause this quartet of mods to work together to fail, but if any of them are disabled, GDIW will load. And if all four are enabled, GDIW fails with the above screenshot.

1- GDIW
2- Reverse Factory
3- Bob's Electronics
4- Bob's Warfare

This issue should be fixed as of Reverse Factory v6.0.1
