I don't understand your problem. The first technology is just to place a locomotive. After that, u have to research the first 'locomotive with fission reactor'.
but my remark is about the name; your mod is fusion train and after that, in game, the name is locomotive with fission (not fusion) reactor :)
so your mod 's name is Fission Train :)
