Hotkey to toggle the GUI only works after Blueprints are researched

is is so much better when i can use blueprints from the start even just to place ghost images to line things up properly...
How do you get blueprints right from the start? Add them in via console or with a mod? If it's a mod please add the link. Foreman currently assumes that the research for Automated Construction is what unlocks Blueprints, so having any functionality before that doesn't make sense (to Foreman at least xD)
